§ 2-1. Flying flags on city property.

  • (a)

    Where and when flags to be flown. The United States flag and the state flag shall be flown in front of the city hall at all times the city hall is open for business or the council is in session and shall also be flown inside the council chambers during all council meetings. The United States flag and the state flag shall be flown at the city cemetery and the fire stations during business hours. The United States flag and the state flag shall also be flown at all city parks at any and all times that there are scheduled and/or organized gatherings at those places, and at any other times ordered by the mayor or city council.

    (b)

    Both flags to be flown. At no time shall the state flag be flown when the United States flag is not being flown, nor shall the United States flag be flown at any time when the state flag is not being flown or displayed.

    (c)

    Size of flags. The United States flag and the state flag shall be no smaller than four feet by six feet nor larger than five feet by eight feet. If both flags are flown on one flagpole, then they shall be of the same size. In the event a square state flag is flown on a separate flagpole from the United States flag, then both flags shall be of the same size and/or width with the flagpoles being no further than 15 feet apart from each other.

    (d)

    Distance between flags. When flying on two or more separate flagpoles, the flag of the United States shall be at the center and at the highest point of the group when a number of flags of states or localities or pennants of societies are grouped and displayed from the staffs. When flying on the same flagpole, the United States flag shall at all times fly above the state flag and the top of the state flag shall be flown not more than six inches nor less than one inch from the bottom of the United States flag.

    (e)

    Height of flagpoles. All outdoor flagpoles shall be of at least 20 feet in height but not greater than 40 feet in height.
